Government Disburses KES 6 billion to Primary Schools for Grade 9 classroom Construction: The construction of Grade 9 classrooms in Kenyan primary schools now aligns with CBC. It is now official that the competency-based curriculum has taken over Kenyan education system.
Primary schools to host grade 9
In the 8.4.4 education system, primary education typically consists of eight years, from Class 1 to Class 8. Grade 9 is part of secondary education and it is called Form One. But with CBC, Grade 9 will be domiciled in primary schools.
The additional class in the primary section of the Kenyan schools calls for an additional class(es). That is why the government is set to disburse KES 6 billion to public primary schools. The money will be used for the construction of additional classrooms. These classrooms will host Grade 9 pupils.

Hosting Grade 9 means that primary schools will strain in terms of resources. Therefore, expanding primary schools to accommodate students up to Grade 9 will come with cost implications. This is because of the changes in the education system.
The government will disburse funds through KPEEL
The government will disburse KES 6 billion through the Kenya Primary Education Equity Learning (KPEEL) program. These funds will help in constructing the additional classrooms and facilities to accommodate the extended grade levels.
Expanding primary schools to include Grade 9 had to involve careful planning and investment in infrastructure. This will include classrooms, laboratories, libraries, and other amenities necessary for junior secondary education.
Besides infrastructure development, the expansion will also entail hiring additional teachers qualified to teach secondary-level subjects. The Kenya Institute of Curriculum Development (KICD) has already revised curriculum designs to meet the requirements of Grade 9.
Circular directs HOIs to open classroom construction accounts
A circular from the Ministry of Education (MoE) has directed heads of institutions to open “a classroom construction account.”. The government will channel funds to these accounts before schools open for term two in 2024. Some schools have already received the money.

According to the budget, the MoE has allocated KES 857,000 per classroom. In 2020, the government constructed additional classrooms in all public secondary schools. The additional classrooms were to host Grade 7 learners. It was the traditional secondary schools that were supposed to host the junior secondary school learners.
When President William Ruto took over power in 2022, he appointed a Presidential Working Party on Education Reform in Kenya. The report of the Presidential Working Party on Education Reform recommended that primary schools will host junior school learners in the CBC system.
