Updated TSC Hardship Areas and Allowances per Job Group: Additional allowances are granted to teachers in certain counties that have been designated as hardship zones by the Teachers Service Commission (TSC).

The commission has determined that areas prone to terrorism, starvation, and extreme heat are among the most challenging to operate in.

The 38 hardship areas in Kenya

The government has identified around 38 areas as hardship zones. TSC identified some of them as recently as 2012. Teachers working in those areas have been benefiting from the enhanced allowances since then.

Conditions such as a lack of food and a poor network of transportation and communication are enough for the government to gazette an area as difficult to work in. Kenyans call such places hardship areas.

Extreme weather events including drought, landslides, and floods are further problems that the government looks into. Other hardship areas have inadequate basic social services.

The map also includes areas where there is a high level of political and social instability and potential for security concerns.

Monthly hardship payments are currently provided to teachers assigned by the commission in schools located in chosen areas of the following counties. The state keeps revising the list due to economic improvements and positive infrastructure development.

The government removed some areas from the list of hardship areas

For instance, the TSC lifted all of Nyandarua County’s sub-counties off the hardship regions list.

In addition to Nyandarua, Muranga and Kandara Sub-Counties, Kigumo and Nyahururu are also impacted by these latest changes.

  • Wajir County
  • Kilifi County (Ganze and Magarini sub-counties)
  • Kwale County
  • Turkana County
  • Lamu County
  • Mandera County
  • Baringo County (Tiaty East, Baringo North, Tiaty West, and Marigat sub-counties)
  • Tana River County
  • Homa Bay County (Mbita and Suba sub-counties)
  • Marsabit County
  • Kajiado County (Loitoktok, Mashuuru and Kajiado West sub-counties)
  • Taita Taveta County
  • Narok County ( Narok North and Narok South sub-counties)
  • Samburu County
  • Kitui County ( Mutito North, Mumoni and Tseikuru Sub-Counties)

Some areas have more favourable working conditions than others, but the government still considers them hardship areas. Teachers love working in such areas because of the enhanced allowances.

TSC rates of hardship allowances for various Job grades

Teachers in Grade B5 and C1 earn the least amounts as hardship allowance; they take home KES 6,600 and KES 8,200 respectively.

Those in Grade C2 earn KES 10,900, while those in C3 earn a hardship allowance of KES 12,300.

Teachers in Grade C4, T-Scale 9 take home KES 14,650 in hardship allowance, while those in Grade C5, T-Scale 10 enjoy an allowance of KES 17,100.

There is a significant increase in hardship allowance for teachers in the “D” grades, as they have administrative roles. The ones in Grade D1, for instance, earn KES 27,300. That is KES 10,200 more than the preceding grade, C5.

The deputy principals in grade D2 also take home KES 27,300, just like their counterparts in D1.

Principals and senior principals in Grade D3 and D4 earn KES 31,500 as hardship allowance.

The highest earning group in the hardship allowance table is Grade D5, the chief principals. They earn KES 38,100 as hardship allowance.
