Five New Factors TSC Considers before Immediate Approval of Teacher Transfers: Before deciding whether or not to approve a teacher for transfer, the Teachers Service Commission (TSC) will often look at a number of factors that it considers important.

Particularly for delocalized teachers, TSC examines certain details. It is these details that the commission uses when evaluating requests for inter-county transfers.

To address the need for delocalized teachers without causing a severe shortage, TSC typically prioritizes staff balance in each sub-county.

For instance, secondary school teachers are very tricky to transfer since they have fixed subject combinations. That is why many principals only recommend transfers with suitable replacement.

The following factors are considered critical by TSC before approving teacher transfer requests:

  1. The state of health of the teacher.

TSC enables teachers to move very instantly in the event of a verified terminal illness.

According to TSC, transfers for teachers with long-term health conditions will be given priority.

Among other things, these teachers will need to provide proof of availability and accessibility to appropriate medical facilities as well as accompanying medical documents.

A teacher should demonstrate how a transfer to the school that they prefer will help them overcome potential difficulties.

  1. The Teacher’s age.

Transfer requests from teachers aged 50 and over are immediately approved. However, in the past, requests from teachers aged 56 and up were not valid. TSC never used to allow such teachers to relocate outside of their current work stations.

This changed with the most recent TSC delocalization policy. The government delocalized many elderly teachers in administrative positions to faraway counties.

TSC reshuffled many principles, especially those in sub-county schools. However, the government has gone slow on that policy. Currently, principals over 50 years of age are being granted transfers back to their home counties.

  1. Teachers who are abled differently

TSC now gives priority to teachers with the necessary credentials but are abled differently to work outside their sub-counties. They were previously not allowed to transfer outside of their sub-county.

Any teacher abled differently can now apply for transfer and the commission grants such requests immediately.

  1. Family Considerations for Teachers

When sending delocalized teachers back to their home communities, TSC started prioritizing family.

In order to request this transfer, one must present either a marriage certificate or an affidavit as evidence of marriage.

The government now recognizes family as a very important institution.

  1. Duration of service since first appointment

A teacher who has worked at the same station for less than five years in ordinary areas cannot apply for transfer. However, TSC has some special exemption that it considers. One of them is sickness.

North Eastern and other regions used to have a five-year window before TSC considered granting a transfer to a teacher. But now the state has reduced that period to three years after which teachers could apply to be transferred.
