TSC to Absorb 26,000 Intern Teachers on PnP Terms: The Kenya Union of Post Primary Education Teachers (KUPPET) has announced that the Teachers Service Commission (TSC) has agreed to transition all 26,000 intern teachers hired in 2023 to permanent and pensionable contracts by January 2025.

The government will address understaffing in Junior Secondary Schools

This move addresses concerns raised by KUPPET Secretary General Akelo Misori regarding the current understaffing in schools. For instance, there are only two teachers per stream in Junior Secondary Schools (JSS). The small number of teachers is managing all curriculum areas.

Besides that, the teachers are highly demotivated. They only earn a fraction of what teachers on permanent and pensionable terms earn. A JSS intern teacher only earns a net salary of about KES 17,000. There are, however, some JSS teachers that TSC has engaged in permanent and pensionable terms.

TSC will hire more teachers this year

During recent discussions, KUPPET’s Akello Misori highlighted that the TSC has committed to hiring an additional 20,000 junior secondary school teachers.

Notably, 2,000 primary school teachers will be deployed to Arid and Semi-Arid Lands (ASAL) regions. This will happen in the current fiscal year. The government will do this as a response to KUPPET’s concerns about staffing shortages in public schools.

Besides advocating for the conversion of intern teachers to permanent roles, KUPPET has urged TSC to promptly confirm the status of JSS teachers. This will ensure that those currently working without clear guidelines are included in the new teacher Career Progression Guidelines (CPG).

KUPPET and TSC agreed on recent teacher promotions

Regarding recent teacher promotions, KUPPET clarified their stance. They stated that they had carefully reviewed the TSC’s promotion list. They found the list to be legit and appropriate.

This statement comes amidst complaints, even from their counterpart, the Kenya National Union of Teachers (KNUT). KNUT had complained about the fairness of the promotions. Many teachers were suspicious about the circumstances of the promotion of some retired or deceased teachers.

Major strides between TSC and the teachers’ unions

In summary, KUPPET’s negotiations with TSC have resulted in significant strides towards addressing staffing challenges in schools. The major focus was on converting intern teachers to permanent positions and hiring additional staff for JSS.

Despite controversies surrounding recent teacher promotions, KUPPET has expressed satisfaction with TSC’s actions.

Even with these latest developments, the minority leader of the Kenya National Assembly, Hon. Opiyo Wandayi, has strongly criticized the two teachers’ unions. He said the unions have lost their glory and that the leaders are inept. The Ugunja Member of Parliament was concerned about the manner in which the unions just make noise without necessarily putting the government to task.
