Details of Phase 2 Salary Increment for Teachers in July 2024: All teachers are eagerly waiting for Phase 2 of the 2023–2024 salary increment. The increment came as a result of a deal that TSC and the teachers’ unions signed at the Kenya School of Government last year.
How teachers’ salaries are negotiated in Kenya
In Kenya, teacher salaries are often subject to negotiations between the government and teachers’ unions; KNUT and KUPPET. These negotiations can lead to periodic salary increases or adjustments to address issues such as inflation, cost of living, and demands from teachers’ unions for better compensation.
The Kenyan government has, in the past, implemented multi-phase salary increment plans for teachers in response to demands from unions and to address disparities in the education sector. These increments aim to improve teachers’ welfare, motivation, and retention rates.
Last significant CBA
The last significant monetary CBA was the 2017–2021 one. It saw TSC introduce higher grades for administrators. The government also introduced a responsibility allowance for heads of institutions and their deputies. Teachers in lower cadres were served a raw deal, as their salary increment was insignificant.
However, the 2021–2025 collective bargaining agreement came with some good news for lower cadre teachers. Initially, the CBA did not have any monetary component. That is why teachers christened it the “maternity” CBA. This is because the only positive thing that came out of it is the extension of maternity leave for female teachers.

The 2023–2024 salary increment came as a welcome relief for many teachers, especially those who are not in administrative roles. TSC, KNUT, and KUPPET signed the agreement as an addendum to the 2021–2025 Collective Bargaining Agreement (CBA).
What to expect after TSC implements phase 2 in July 2024
The pay deal saw teachers receive an increase of between 7 and 9.5 percent. It was backdated to July 1, 2023 but it was spread over two years. TSC has finalized the plans for Phase 2 of the basic salaries increment which they will roll out in July 2024 as per the following screenshot.
Teachers that work in rural areas will have something on top of the enhanced basic salary. TSC has currently grouped them in Cluster 4 of house allowances. They earn the lowest house allowances across all job groups.
However, the government will harmonize their house allowances with those that work in Cluster 3 as from July 2024. Their new perks will be as per the screenshot below.
