Parliament Proposes These New Allowances to TSC for Teachers in New Bill: Parliament is currently deliberating the Teachers Service Commission (TSC) Amendment Bill, 2024. The bill seeks to introduce significant changes to the remuneration structure for teachers.

Mandera South MP Abdul Haro sponsors this bill, aiming to enhance financial benefits for teachers through various allowances.

The TSC Amendment Bill, dated April 19, 2024, proposes several key allowances to improve educators’ financial well-being.

These include house, commuter, hardship, special duty, responsibility, special school, and reader’s facilitation or aid allowances, among others.

If passed, the bill will amend the Teachers Service Commission Act to provide these benefits across different circumstances.

The Proposed Allowances

  1. House Allowance

– All teachers employed by the TSC will be eligible for a house allowance at a rate determined by the commission.

– Teachers under interdiction will continue receiving their full house allowance until their case is resolved.

  1. Commuter Allowance

– TSC will pay a commuter allowance to teachers, except those under interdiction or suspension.

  1. Hardship Allowance

– Teachers assigned to schools in designated hardship areas will receive a hardship allowance at a rate specified by the commission.

  1. Special Duty Allowance

– This allowance will be available to teachers performing administrative duties beyond their grade or those stationed in arid and semi-arid lands.

– The allowance ceases when a teacher is transferred, relieved of administrative duties, or attains the grade for their post.

  1. Responsibility Allowance

– Heads of institutions, deputy heads, and senior teachers in job group ‘K’ and below will receive this allowance.

– It is pensionable if received immediately before retirement and will be discontinued if the teacher ceases administrative duties.

  1. Special School Allowance

– Teachers with special education skills assigned to special schools or units will receive this allowance, subject to commission-determined rates.

– It will be discontinued if the teacher is no longer performing duties in a special school.

  1. Reader’s Facilitation or Aid Allowance

– Certified by the National Council of Persons with Disabilities, TSC will give this allowance to teachers who are blind, deaf, dumb, or have physical disabilities.

– All teachers on the TSC payroll will receive an annual leave allowance, with rates set by the commission.

  1. Transfer Allowance

– TSC will pay a transfer allowance to teachers, although the bill has not outlined the specific details on this allowance in the provided information.

These proposed allowances are non-pensionable. The only pensionable one is the responsibility allowance if earned up to and including the last date of retirement.
