Latest TSC Guidelines for Deploying Primary School Teachers to JSS: The Teachers Service Commission (TSC) has laid out detailed guidelines for the deployment of 1,206 primary school teachers to junior secondary schools. The commission has specified the necessary qualifications and new grade assignments.
In a memo dated May 23, 2024, addressed to all TSC regional, county, and sub-county directors, Acting Director of Staffing Antonina Lentoijoni outlined the requirements.
Promotion to C1 and C2
Teachers in Grade B5 and C1 holding a bachelor’s degree will be promoted to Grade C2. Those at Grade B5 with a Diploma in education will advance to Grade C1. Additionally, teachers in Grade C2 with a Bachelor’s degree, promoted on or before March 26, 2021, will receive letters for Grade C2.

The deployment extends to those in Grade C1 with a Diploma who have not completed three years, those in Grade C2 with a Diploma, and those in Grade C3 or above with a bachelor’s degree.
TSC field officers to consider proximity
TSC field officers are directed to consider the proximity of the teacher’s current station and their subject combination during deployment. They will ensure that teachers with similar subject combinations as those already posted to junior secondary schools (JSS) are not duplicated.
TSC will also consider gender balance during deployment. Teachers with Special Needs Education (SNE) qualifications will be assigned to special junior secondary schools.
Academic requirements
The memo stresses that teachers must have active registration with TSC and must be employed by the commission. They should also not be under interdiction or disciplinary action. Additionally, they must possess a minimum of a Diploma in Education with at least a C+ in KCSE and two teaching subjects.

This applies to both the 8-4-4 and Competency-Based Curriculum (CBC) systems. Teachers with two principal passes and one subsidiary pass at the “A” level or those with a C (plain) at KCSE who have a Diploma in Education and a Bachelor’s Degree in Education also qualify. However, those with a Bachelor of Education (Primary Option) do not.
Teachers must express interest in the deployment
Teachers wishing to be deployed must express their interest and ensure their names appear on the list from headquarters. TSC Sub-County Directors will sign deployment letters for local transfers. The County and Regional Directors will sign for transfers outside the sub-county.
During vetting, teachers must present originals and copies of their degree or diploma certificates, and academic transcripts. They must also present SNE qualifications (if applicable), a KCSE certificate, current pay slips, and a declaration from their head of institution. The declaration will confirm their service status and that they are not under interdiction or disciplinary proceedings.
Posting to JSS schools
Upon deployment, the County Director will initiate the posting process on the Posting, Entry/Exit Reports Module to the sub-county.

Subsequently, the Sub-County Director will post the teacher to JSS. The head of the institution releasing the teachers must promptly submit Exit Reports, allowing the receiving heads to complete Entry Reports.
