Govt to Release Free Education Funds to Schools

The government is set to release free education funds to schools by next week, according to the Ministry of Education, PS Belio Kipsang. Dr. Richard Belio Kipsang appeared before the parliamentary education committee when he faced tough questions.

Only 25% of FDSE and FPE funds released in January

The ministry had released a meagre 25% of the free day secondary education (FDSE) and free primary education (FPE) funds in January. This has been a nightmare for many heads of institutions that are faced with debt. Suppliers have now refused to supply goods to schools that owe them huge sums of money.

Second Term One tranche is to be released next week

According to Dr. Belio Kipsang, the next 25% of the funds will hit school accounts in the next 10 days. The ministry is supposed to send at least 50% of the money in the first term. Schools are then supposed to receive the next 30% at the beginning of term two. The government usually sends the remaining 20% in the third term.

Since they sent 25% in January, only 25% is remaining for them to complete the target of 50%.

Schools forced to close earlier

Because of financial constraints, many schools are planning to close earlier than they had anticipated. The schools are already on with their end-of-Term One exam. Schools will officially close on April 5, 2024. However, many of them will send their learners home before the Easter weekend.

Many schools have not paid their support staff and Board of Management teachers. This is because some of the funds that they received went into paying last year’s debts. For instance, the chemistry practical is very demanding. Some of the reagents used during the KCSE practical cost a fortune. All that money has to come from the tuition vote head.

KNUT and KUPPET had to make noise

The two giant teachers’ unions had to make noise, forcing the parliamentary education committee to summon the principal secretary, who is the chief accounting officer of the ministry, to give direction.

“Next week we will wire the money into individual school accounts. All schools will have received their money within the next 10 days,” said PS Belio Kipsang to the parliamentary education committee.
