TSC and KUPPET finally agree on promotions, more teachers to be promoted

TSC and KUPPET finally agree on promotions: The Kenya Union of Post Primary Education Teachers (KUPPET) and the top leadership of TSC have been on a four-day retreat in Naivasha’s Sawela Lodge. The retreat was very important, as KUPPET has been raising concerns over the recent teacher promotions.

Promoted teachers that are not in payroll

According to KUPPET, the commission had promoted some retired and deceased teachers. TSC acknowledged the concerns raised by the union and they promised to address them as soon as possible.

The commission managed to convince KUPPET on why some 14 teachers who are no longer on its payroll found themselves on the promotion list. It presented the promotions data in the manner that KUPPET and KNUT had demanded.

TSC also promised to promote the 1000 teachers that have stagnated in Grade C5 since 2017. These teachers found themselves trapped in C5 after the TSC converted Job Group M to Grade C5 in 2017. The commission promised during the retreat that they will promote the teachers within this year. TSC will promote them to Grade D1.

TSC to seek KES 1 billion from treasury for more promotions

Besides that, TSC will seek KES 1 billion from treasury to promote more teachers who have stagnated in some job groups. A further 30,000 teachers will benefit from the KES 1 billion if the government yields to TSC’s request.

The government promoted 36,505 teachers this financial year, but that was a drop in the ocean. Over 100,000 teachers had applied for the limited slots. For instance, the commission promoted only 108 principals to Grade D4 (senior principals’ grade). There was no vacancy in Grade D5.

The priority groups for this year’s promotions

In the next promotions budget allocation, TSC will give priority to the current C4 and C5 teachers. The commission will move them to C5 and D1, respectively, since it locked many of them out during the recent promotions. This will open up promotion opportunities for thousands of teachers who have stagnated in Grade C3 for many years.

7,400 teachers in Grade C4 were left out of the recent promotions because they had served in the grade for less than three years. For a teacher to be eligible to apply for a promotion, they must have served in their current grade for at least three years.

Another significant commitment by TSC was that it will confirm all acting principals currently on Grade D2 in their current stations. Some of these principals work in sub-county schools that the government established recently.
