TSC and Education Ministry 2024-25 Budget allocation and New Teachers’ Salaries: The Teachers Service Commission (TSC), alongside the sectors of Education, Roads, and Defense, has secured the highest funding allocations in the 2024–25 budget. The National Assembly reviewed these allocations on Thursday. They have, however, sparked concerns over the relatively low funding for devolved functions, such as health.

The TSC is set to receive Ksh 358.21 billion. The State Departments for Roads and Higher Education, and the Ministry of Defense will receive Ksh 199.3 billion, Ksh 127.9 billion, and Ksh 173 billion, respectively.

2021-2025 CBA

For the fiscal year beginning in July, the TSC has been allocated Sh13 billion to implement the second phase of the 2021–2025 Collective Bargaining Agreement (CBA).

This follows an amendment made last August where TSC and union representatives agreed on a 9.5 percent salary increase spread over two years. The two stakeholders revised the previously non-monetary CBA.

TSC officials made a presentation during a session with the National Assembly committee on Education regarding the 2024/25 financial estimates. The officials outlined that the allocated funds will be directed towards the execution of the CBA’s second phase.

House allowance increment for teachers in rural areas

This phase includes salary increments and house allowances for teachers classified under cluster 4, which was distributed over two fiscal years.

Approximately 87 percent of public service teachers, many stationed in rural areas, qualify for these allowances, which are determined by job grade and workstation.

The adjustments aim to align house allowances for cluster 4 teachers with those of cluster 3 by July 2024, based on their job grades.

The CBA also includes other allowances, such as commuter, hardship, and leave allowances, which increase with higher job grades.

Initially, the 2021–2025 CBA was negotiated without monetary components because of the economic impact of the COVID-19 pandemic.

However, as the economic conditions improved, with the National Treasury projecting 5.5 percent economic growth in Kenya in 2023, the CBA was revisited. Talks resumed in August, leading to the revised agreement.

Teachers’ salary increment

The negotiations faced a challenge when union representatives initially rejected TSC’s proposed salary increase of 2.4 to 9.5 percent.

The unions argued that the increment did not align with the recommendations of the Salaries and Remuneration Commission (SRC). After extensive consultations, the parties reached a consensus and signed the revised agreement.

Beyond salary adjustments, ongoing discussions between TSC and the unions have addressed other issues. Among the major issues are teacher promotions, career advancement opportunities, and workload management, particularly for Special Needs Education (SNE) teachers.

The amount that the government has allocated TSC

For the fiscal year starting in July 2024, the government has allocated TSC Sh364.9 billion from the education sector budget. This is an increment from Sh316.7 billion in the current fiscal year. This budget includes provisions for teacher promotions (Sh1 billion). The money will also convert 26,000 intern teachers to permanent and pensionable terms starting January 2025 (Sh8.3 billion).

TSC will use the remaining amount to recruit an additional 20,000 interns (Sh4.68 billion) to address staffing shortages in the teaching sector.
