Good News to P1 Teachers as TSC says this About CBC Retooling: The Teachers Service Commission (TSC) has clarified the ongoing retooling and upgrading initiative for P1 teachers who graduated before 2019 and are currently unemployed.
In 2019, these teachers embarked on a nine-month program aimed at elevating their P1 Certificates to Diploma level.
TSC continues to hire P1 teachers
To promote inclusivity, TSC will continue to hire P1 certificate holders who haven’t completed the diploma upgrade. The commission subsequently enrolls them in an extensive retooling program to proficiently implement the Competency-Based Curriculum (CBC).

TSC addressed concerns about prioritization in recruitment for those upgrading to diplomas. It emphasized its commitment to being an equal opportunity employer.
TSC’s stringent legal principles
The commission follows stringent legal principles and has established Recruitment Guidelines. This has ensured a fair hiring process that aligns with constitutional rights and freedoms.
These guidelines meticulously detail the skills and qualifications necessary for employment.
Recruitment score card
To further streamline the recruitment process, TSC has introduced a Recruitment Score Card. This scorecard is designed to be inclusive and transparent.
It takes into account various factors such as professional qualifications, age, and the duration of qualification. TSC also considers the completion of the CBC upgrade.
The sample scorecard demonstrates that teachers who have completed the diploma upgrade receive higher marks. This reflects their enhanced qualifications and readiness for the CBC implementation.
The CBC system complicated matters for qualified teachers
The change in the education system worked against P1 graduates. This new CBC education system requires teachers to have slightly higher qualifications than just a PTE certificate. That is why the government has to force qualified teachers to go back to school and upgrade their certificates to diplomas.
Overall, TSC’s approach ensures that both P1 certificate holders and diploma graduates are considered fairly. There are now clear guidelines and a merit-based scoring system to support an equitable recruitment process.
