Finally! JSS Intern Teachers to end strike as TSC Gets Funds to Confirm Them on PnP: The looming crisis in Junior Secondary Schools (JSS) caused by a strike of intern teachers might be averted soon. This is because the Teachers Service Commission (TSC) has received funds to grant these teachers permanent and pensionable status.

Hon Julius Melly made the announcement

The Member of Parliament (MP) for Tinderet, Julius Melly, announced this development. He is the head of the National Assembly Committee on Education. He was speaking during the presentation of budget estimates for the 2024–25 financial year and the supplementary budget for 2023–24.

Melly revealed that the government has allocated TSC Ksh8.3 billion to transition 26,000 intern teachers to permanent employment.

The Kiharu MP Ndindi Nyoro-led Budget and Appropriations Committee approved of this choice.

Additionally, TSC is set to receive Ksh4.7 billion for the recruitment of 20,000 new intern teachers.

Despite these allocations, a shortfall of Ksh14.6 billion remains. That is why Hon. Melly called for additional funding.

The government will convert intern teachers to permanent status from July

The start of converting the intern teachers to permanent status beginning in July 2024 is a significant change that Melly has proposed. Initially, the government had suggested January 2025 as the date for this confirmation.

This shift aims to promptly address the pressing issues faced by the striking teachers and stabilize the educational environment.

In another positive development for the teaching fraternity, Ksh1 billion has been allocated for the promotion of teachers. Many teachers have been stuck in the same job group for an extended period. This move is expected to boost morale and provide career progression opportunities for long-serving teachers.

Schools’ feeding program

The discussions between the two National Assembly committees also touched on the reinstatement of the school feeding program. Three decades ago, former President Daniel Moi first introduced the program.

Melly urged the Budget Appropriations Committee to reconsider reinstating the Ksh4.9 billion feeding program. This appeal followed an earlier statement by President William Ruto’s chief economic advisor, David Ndii. Ndii indicated in his statement that the Ministry of Arid and Semi-Arid Lands (ASAL) would now oversee the program.
